The Background Studies Division (BGS) in the Office of Inspector General is seeking a Quality Management Unit Supervisor to join our fast-growing team, reporting directly to the Area Manager, Compliance and Quality Management (CQM). The Quality Management (QM) Unit is responsible for planning, developing, and implementing quality assurance, control, and improvement initiatives and coordinating quality activities for all facets of DHS’ statewide background study system. Candidates will provide consultation and monitoring for quality standards planning related to compliance with state and federal background study laws that traverse publicly funded health and human services programs/providers.

As a major contributor, the QM Unit Supervisor will direct supervision of professional employees, have a substantial role in developing and coordinating the BGS quality management system and projects, and will perform cross-functional work across divisions in the Office of Inspector General (OIG) and with DHS programs to ensure enterprise-wide processes and systems conform with state, and federal laws, rules, and regulations .

Responsibilities include:

  • Determine and implement the workplan, organization structure, objectives, priorities, and policies of the QM Unit that defines and guides how the quality programs’ capabilities will be developed, implemented, and maintained in support of the division and for all aspects of DHS’ statewide background study system.

  • Manage the day-to-day work activities of the QM Unit.

  • Determine, secure, and allocate staffing, financial, and other resources needed to accomplish the statutory obligations, priorities, and objectives of the BGS Division to ensure effective use of human and fiscal resources in achieving BGS’ goals.

  • Collaborate with BGS business areas and key partners to strengthen the culture of quality

  • Oversee and facilitate the development and design of BGS’ quality management system and quality standards planning

  • Collaborate with the BGS Compliance Management Unit Supervisor to coordinate internal audit reviews, analyze data, and direct the division’s policies and procedures related to quality assurance, control, and improvement

  • Contribute, as needed, to the development and review of legislative policy and budget proposals

  • Serve as technical expert and consultant on all matters related to the effective use of quality programs’ data and analysis tools to ensure that BGS priorities are met in the most efficient and effective manner.

  • Represent the BGS Division and DHS’ statewide background study system at engagements with counties, state and federal agencies, and tribal communities. Develop and maintain collaborative, professional relationships with internal and external stakeholders that supports BGS to accomplish and achieve its goals and objectives.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

· Experience as a supervisor, lead worker, team lead, project lead;

· Completion of a State of Minnesota leadership program (e.g. ELI, L4);

· A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

AND

Four (4) years of experience working with quality management system (QMS) methods, principles, and approaches; and the complex auditing techniques

· Knowledge of the intersection of quality management standards and government program compliance

· Experience with automation and performance testing tools.

· Strong data literacy skills.

· Comprehensive knowledge of legislation, rule, policy, procedure, and intent governing health and human service programs.

· Deep understanding of complex government processes; federal-state-county connections, system/business infrastructure design concepts, and fiscal responsibility and accountability methods

  • Strong written, verbal, and interpersonal relationship skills.Must be able to build constructive relationships and communicate clearly, effectively, and persuasively in writing, at meetings, and in public speaking.

Preferred Qualifications

  • Certification in Criminal Justice Information System (CJIS) Security Awareness

  • Any certification in Quality Management Systems (QMS)

  • Any certification in Business Process Improvement (e.g., Lean/Six Sigma, BPM, CBAP, CQI, etc.)

  • Skill in successfully influencing, developing, and maintaining relationships with other state agencies, legislators, and the general public.

  • Negotiation and conflict resolution skills.

  • Bachelor’s degree or higher in business, public administration, or other related area field.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
