This position exists to perform duties in support of Driver & Vehicle Services (DVS) procurement process using a local purchasing authority of $50,000. On behalf of the agency, this position is responsible for procuring goods and services of a complex nature while ensuring fair and open competition; compliance with all federal, state, and internal laws, rules, policies, and procedures; and transparency all while maintaining a commitment to social and environmental responsibility.
The position also assists in managing the division’s purchasing cards and inventory control and coordinates work with other division buyers to ensure efficient work completion.
Minimum Qualifications

One (1) year of professional level work experience in a procurement, purchasing, and/or vendor management or similar experience OR three (3)years of experience in an administrative or technical role supporting procurement, purchasing, and/or vendor management.
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
*Bachelor's degree in Accounting, Business Management, Financial Management, Procurement, or other closely related field as determined by the agency may substitute one (1) year of experience.
Other Knowledge, Skills, and Abilities that we will be interviewing for:
knowledge of purchasing or contracts management to develop and evaluate procurement specifications, and issue purchase orders or service contracts
Strong written and oral communication skills to effectively communicate procurement documents content to end users.
Human relation skills to establish and maintain effective working relationships with vendors, agency program staff, and other staff throughout the state enterprise
Skills in accounting and math to accurately prepare and process financial transactions
Organizational skills to manage, track, report, and perform data entry relevant to procurement transactions
Preferred Qualifications
Bachelor’s degree in accounting, Finance, Business, or closely related field
Knowledge of State of Minnesota accounting codes and the SWIFT accounting and procurement systems
Authority for Local Purchasing (ALP) certification and recertification when needed of at least $50,000
3 or more years of experience in purchasing and contract management
Direct experience in the preparation of solicitations for purchase of goods and services and Request for bids
Knowledge of contract law and its general application
Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
