*This position has a work arrangement that may allow for telework (within Minnesota or neighboring states) but will be required to meet at the St. Paul office 1 - 2 times a month.*

This position exists to, under limited supervision, assist in the development, enhancement, support, and management of the Background Studies Division’s NETStudy 2.0 software and processes. NETStudy 2.0 includes “front office” functions meaning interfaces with external users and “back office” functions, meaning internal workflow processes and data interfaces with internal and external agencies.

Responsibilities include:

  • Manage and oversee the completion of project tasks and on-going management of project components.

  • Track and coordinate prioritization of NETStudy 2.0 technical development with the state contracted system developer and Minnesota Information Technology (MNIT).

  • Proactively identify and address issues that could be problematic for DHS or DHS’ customers.

  • Identify, develop, and oversee processes to address customer service issues received via email.

  • Communicate complex information to facilitate understanding of the information.

  • Communicate with a wide range of people with differing knowledge of background studies and NETStudy 2.0.

  • Access and analyze background study data with a focus on data in NETStudy 2.0.

Minimum Qualifications

2 years professional experience in developing processes or procedures related to work plans or project management; OR analyzing and addressing customer inquiries related to technology; OR drafting and tracking business and system requirements.

Experience must demonstrate the following:

  • Experience researching and problem solving user software issues

  • Experience using databases, Microsoft Office and SharePoint

  • Experience providing clear, concise, and professional verbal and written responses to complex process and systems issues in person, via phone, email, etc.

Preferred Qualifications

  • Knowledge of applicable Background Studies Laws (MN Chapter 13, 245C, 245A, etc.) and/or background study processes.

  • Advanced computer and word-processing skills and experience in use of Microsoft Office and SharePoint.

  • Experience managing multiple work assignments with competing deadlines without compromising the required quality of the work product or causing unintended workflow issues for others.

  • Monitor and provide status reports related to enterprise systems, vendor relations, etc.

  • Help desk or other customer service experience.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
