Within the dynamic Health Policy Division is the Health Economics Program (HEP) which delves into applied policy analysis and conducts objective research to monitor changes in the healthcare marketplace. HEP dissects the factors shaping healthcare cost, quality and access, offering invaluable technical assistance in developing state health care policies.

The Prescription Drug Price Transparency (RxPT) Senior Researcher will independently analyze the pharmaceutical market and prescription drug pricing in Minnesota using rigorous research and advanced statistical techniques.

Principal responsibilities include:

  • Develop and lead the execution of the RxPT research agenda, including advising other researchers on research methodologies, research procedures, and statistical techniques to ensure that current and valid techniques are used in conducting studies.

  • Independently analyze pharmaceutical market and prescription drug pricing in Minnesota using rigorous and complex research, economic, and statistical techniques.

  • Develop and maintain a high degree of expert knowledge about research in the area of pharmacoeconomics and related topics by monitoring, researching, and analyzing state and federal health related activities and policies.

  • Oversee data infrastructure underlying RxPT data systems and conducing analytics, assessment, and evaluation of the data and system.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Telework eligibility is based on unit business needs and supervisor discretion.

Position location will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.

Minimum Qualifications

Four (4) years* of experience conducting research projects using advanced data analysis techniques. Experience must include software tools such as STATA, R, SAS, or SPSS and relational databases such as SQL.

Additional minimum qualifications assessed during the interview process:

  • Knowledge of scientific, experimental, program evaluation and research techniques.

  • Ability to utilize and synthesize different data sources to complete research.

  • Analytical and problem-solving skills with ability to critically evaluate research methodologies, data quality and analytical approaches.

  • Proficiency in quantitative analysis and statistical principles needed to develop health-based guidance.

*A Bachelor's degree in Statistics, Pharmacology, Economics, Data Science, Health Statistics, Health Services Research, or closely related health science field may substitute as one year of experience.

*A Master's degree in one of the fields listed above may substitute for 18 months of experience.

*A PhD in one of the fields listed above may substitute for 2 years of experience.

Preferred Qualifications

  • Master's degree or higher in Statistics, Pharmacology, Economics, Data Science, Health Statistics, Health Services Research, or closely related health science field

  • Considerable knowledge of health care systems, pharmaceutical markets and drug pricing.

  • Knowledge of Minnesota's prescription drug policy initiatives.

  • Knowledge of the current state of literature on research activities in the areas of pharmaceutical markets and prescription drug pricing.

  • Experience leading the development and execution of a research agenda for a team.
