This position serves our partners at the Department of Corrections (DOC). The MNIT DOC team runs many unique applications that manage the information and security of the department, supporting 4,500 employees across 10 prisons and 50 field offices located throughout the state.

As an IT Portfolio Manager, you will be responsible for managing and leading MNIT DOC’s Project Management Office (PMO) for the Department of Corrections, including technical and financial operations. This consists of Project Management, Business Analysis, and Quality Assurance; as well as other team leadership assignments as required. You will oversee the strategic management and optimization of IT investments across the organization. It is responsible for aligning IT projects and initiatives with business objectives, maximizing the value of IT investments, and ensuring efficient resource allocation. Primary responsibilities include IT Portfolio Strategy Development, Portfolio Planning & Governance, Resource Allocation and Optimization, Risk Management, Performance Monitoring and Reporting, Stakeholder Engagement, Vendor and Supplier Management, Technology Innovation and Evaluation, Change Management and Adoption, and Continuous Improvement.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

This position requires a minimum of five (5) years of professional experience in IT program and portfolio management and managing a project management office, project management, business analysis, quality assurance and resource management to include a minimum of two (2) years of supervisory experience. Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

Experience must include:

  • Experience with project management methodologies such as Agile, Scrum, and Waterfall for managing IT projects effectively.

  • Experience with IT governance processes and procedures.

  • Skilled in developing IT portfolio strategies aligned with organizational objectives and priorities.

  • Experience monitoring and communicating portfolio performance through KPIs and metrics.

  • Experience with vendor management practices for evaluating, selecting, and managing third-party vendors and service providers.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

Preferred Qualifications

  • Experience leading a PMO through transition from project to product management.

  • Experience with transition from waterfall to Agile.

  • Experience managing and leading IT governance including creation and\or process improvement.

  • Demonstrated success maintaining effective relationships with key stakeholders including executive leadership and sponsors.

  • Change management skills and experience.

  • Business relationship management experience.

  • Demonstrated success with coaching and mentoring varying levels of staff.
