Access to health insurance is an essential factor in helping people get and stay healthy, and the Minnesota Department of Commerce regulates the insurance industry in Minnesota to protect consumers and to ensure a fair and competitive marketplace. This position leads a Health Insurance Policy Team that oversees the individual, small-group, and large-group health insurance markets, as well as supplemental lines. The Health Policy Supervisor leads policy research and implementation of new health insurance programs, policies and initiatives created by legislation or programmatic changes.

Other duties include:

  • Leading the day-to-day operations of the health policy team, including direct supervision of three Commerce analysts and contract management.

  • Managing the evaluation and analysis of data, legal documents, and other relevant information to support regulatory and policy work.

  • Participating in long-term planning, developing legislative proposals, and providing guidance for regulatory analysis.

  • Coordinating across internal and external teams to identify requirements for projects, map timelines and milestones, track progress, and problem-solve to clear obstacles.

  • Engaging with stakeholders to help plan and launch new health insurance programs or initiatives created by legislative action.

Minimum Qualifications

5 (five) years' experience with health insurance, public policy, public health, health care administration or a related field.

  • A bachelor's degree in Public Administration, Public Health, Public Policy, Health Care Administration, or a closely related field can be substituted for one (1) year of experience.

  • An advanced degree in Public Administration, Public Health, Public Policy, Health Care Administration, or a closely related field can be substituted for eighteen (18) months of experience.

Applicants who meet the above education and experience must also meet the following to be considered further:

  • Experience as a supervisor, project manager, and/or lead worker, demonstrating human relations skills to support and lead staff and achieve effective working relationships within the agency and externally.

  • Policy analysis skills sufficient to analyze policy issues for effective decision-making and problem solving.

  • Project management skills to effectively plan, organize, and implement programs.

Preferred Qualifications

  • Knowledge of concepts and practices of health insurance.

  • Experience reading, interpreting and communicating insurance statutes, rules, regulations, and policies.

  • Experience working in the insurance industry, government, or a regulatory environment.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
