This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.

The purpose of this position is to provide procurement, financial planning, administration, processing, and management in support of Minnesota IT Services (MNIT) partnering with the MN Boards Councils, Commissions and Courts (MBCC) and MN Health Licensing Boards (HLB) and for coordinating efforts between each organization’s Financial Management Division and MNIT Central Financial services. Under limited or general supervision the incumbent will manage organization financial performance metrics and analysis utilizing executive agencies and industry best practice comparatives as well available professional and topical resources. The position will also assist projects where appropriate to coordinate logistics for internal and external participants as well as collaborate for financial and delivery analysis. The position will assist MNIT MBCC, and MNIT HLB management with financial and other administrative activities as assigned, including but not limited to common deliverables, logistics, staffing, and facilities management.

Work includes: the identification of, and recommendations for solving financial problems, assistance in the preparation of budgets, transactional accounting processing (CPRS, etc.), and assistance in the compilation and analysis of fiscal data. Specific areas of knowledge include: financial accounting, State-Wide accounting, MNIT Services billing, infrastructure asset tracking, contracts, general and specific reporting, and generally accepted accounting.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Two (2) years of experience in professional accounting, financial analysis, and/or budgeting and financial reporting.

Experience must include:

  • Experience performing fiscal and budgetary management.

  • Knowledge of generally accepted accounting principles, best practices and controls.

  • Ability to appraise and evaluate problems of procedural nature.

  • Experience implementing and/or analyzing improvements for existing and/or new processes.

  • Establish and maintain effective working relationships with supervisors and employees.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

Preferred Qualifications

  • Understanding of State of MN accounting and procurement systems and policies.

  • Excellent communication and writing skills.

  • Ability to appraise and evaluate problems of procedural nature.

  • Experience participating in or leading process improvement efforts.

  • Strong organizational skills with a attention to detail.

  • Experience preparing reports, flow charts, graphs, and other presentations.
