This position serves our partners at the Minnesota Department of Labor and Industry (DLI). MNIT DLI oversees apprenticeship programs, construction codes and licensing, occupational safety and health, wage and hour standards, combative sports, and workers' compensation programs around the state.
The purpose of this position is to lead a team of data professionals in creating and managing a data strategy inclusive of information architectures, data standards, data management, metrics, and leadership dashboards. This position provides hands-on strategic leadership, direction and guidance to DLI and MNIT executive leadership and their direct reports.
This is hands-on role manages a portfolio of data programs, projects, products and roadmaps. The incumbent will leverage modern custom applications, SaaS and COTS products to design and implement data infrastructure and architectures to advance DLI’s goals towards improved program evaluation capability through advanced analytic tools.
The incumbent will implement data strategies across multiple Labor and Industry divisions related to actions such as enforcement, compliance, and consultation, aggregating data across divisions and leveraging existing data assets. Responsibilities include design of data and information architecture, building complex data systems, and working with agency teams to identify data needs. The incumbent is responsible for designing, defining data and information architecture standards, policies and procedures.
This position is the liaison to all statewide initiatives related to data architecture and system design and represents MNIT DLI in MNIT enterprise governance teams as necessary.
This position is temporary and includes full state fringe benefits; it is anticipated to last up to two (2) years.
This position is currently eligible for full-time telework:
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of four (4) years of experience in data architecture/data management/ or closely related field.
Experience must include:
Two (2) years of lead work or supervisory experience
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
Experience with capabilities of information systems dataarchitecturesufficient todesignsystemsandsubsystemsthatmeetspecifications,standards.
Experience in project or productmanagementprinciplesandpracticessufficienttodeterminedirection,planworkand set goals, monitor, and evaluate accomplishments.
Verbal and written communication skills to meet with technical and business management and outside vendors to identify and understand needs and processes, to identify and discuss theoretical aspects of technologiesanddeterminestrategies,and documentdesignstrategiesanddefinestandards,toprepare reports and explain strategic thinking and modeling.
Administrativefunctionsufficienttoleadteamworkgroupsoftechnicalandbusinessprofessionals,to negotiate and administer contracts, to conduct budget and cost analysis.
