The Background Studies Division (BGS) in the Office of Inspector General is seeking a Compliance Unit Supervisor to join our fast-growing team, reporting directly to the Area Manager, Compliance and Quality Management (CQM). The Compliance Management (CM) Unit is responsible for planning, developing, and implementing compliance initiatives and coordinating compliance activities for all facets of DHS’ statewide background study system. Candidates will consult, advise, organize, monitor, and enforce compliance with state and federal background study laws that traverse publicly funded health and human services programs/providers.

As a major contributor, the Compliance Unit Supervisor will direct supervision of professional employees, have a substantial role in coordinating the BGS compliance and risk management programs, and will perform cross-functional work across divisions in the Office of Inspector General (OIG) and with DHS programs to ensure enterprise-wide processes and systems conform with state, and federal laws, rules, and regulations .

Responsibilities include:

  • Determine and implement the workplan, strategy, business unit structure, objectives, priorities, and policies of the CM Unit that defines and guides compliance programs’ capabilities will be implemented, maintained, and measured in support of the division and for all aspects of DHS’ statewide background study system.

  • Manage the day-to-day work activities of the CM Unit.

  • Determine, secure, and allocate staffing, financial, and other resources needed to accomplish statutory obligations, priorities, and objectives of the division; and to ensure effective use of human and fiscal resources in achieving BGS’ goals.

  • Collaborate with BGS business areas and key partners to strengthen the culture of compliance

  • Oversee and facilitate the development and design of BGS’ compliance roadmap

  • Contribute to the development and review of legislative policy and budget proposals

  • Collaborate with the BGS Quality Management Unit Supervisor staff to coordinate internal audit reviews, analyze data, and direct the division’s policies and procedures related to compliance

  • Serve as technical expert and consultant on all matters related to the use of compliance programs’ data and analysis tools to ensure that BGS priorities are met in the most efficient and effective manner.

  • Represent the BGS Division and DHS’ statewide background study system at meetings and engagements; and develop and maintain collaborative, professional relationships with internal and external stakeholders that enables BGS to accomplish and achieve its goals and objectives.

Minimum Qualifications

Demonstrated leadership experience* *Leadership experience can include:

· Experience as a supervisor, lead worker, team lead, project lead;

· Completion of a State of Minnesota leadership program (e.g. ELI, L4);

· A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

AND

Four (4) years of experience working in compliance and regulatory requirements of public programs.

· Knowledge of and experience applying the methods and principles of audits, risk assessments, and/or regulatory compliance

· Experience interpreting and analyzing state and federal statutes, reports, and legal documents and developing policy and program recommendations

· Proficiency in data literacy

· Deep understanding of complex government processes; federal-state-county connections, system/business infrastructure design concepts, and fiscal responsibility and accountability methods.

Preferred Qualifications

  • Knowledge of the policies, budget, service industries, and clientele associated with Minnesota’s public programs.

  • Certification in Criminal Justice Information System (CJIS) Security Awareness

  • Certified Compliance Manager (CCM), or Regulatory Compliance Manager (CRCM), or other related accreditation

  • Strong written, verbal, and interpersonal relationship skills.Must be able to build constructive relationships and communicate clearly, effectively, and persuasively in writing, at meetings, and in public speaking.

  • Bachelor’s degree or higher in business, law, public policy, public administration or other related area field

  • Negotiation and conflict resolution skills.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
