In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As Communications Officer for the Child Safety and Permanency (CSP) Division, you will be responsible for coordinating and managing the internal document publication process, serving as the editor/writer, providing quality assurance on external communication and coaching staff. This position edits written communication produced by CSP staff primarily for external partners and stakeholders but will include internal communication when requested. This position has a critical role in ensuring external communication is accurate, consistent, clear, understandable, respectful and in plain language. Responsibilities include:

  • Coordinate and manage all aspects of the document publication process from beginning to finalization for Child Safety and Permanency (CSP). This requires tracking each request, prioritizing projects, providing technical assistance to staff on their role and process, problem-solving when issues arise, understanding roles and responsibilities of others involved in the execution of the publication process and time management.

  • Edit written communication intended for external partners and stakeholders and edit internal communication when requested..

  • Provide coaching to Child Safety and Permanency (CSP) staff on plain language, grammar, sentence structure, department and AP styles and other aspects of the publication process.

Minimum Qualifications

One (1) year of professional experience OR 3 years of advanced technical or paraprofessional experience in communications disseminating complex information and writing diverse communications for a variety of audiences. Experience must clearly demonstrate:

  • Demonstrated ability to write and edit clearly in both the journalistic, associate press and standard office styles and in plain language.

  • Knowledge of applying plain language and digital accessibility tools to make content accessible.

  • Expertise in organizing and maintaining content.

  • Experience in understanding of different approaches for writing for print, webpage, texting and social media.

  • Expertise in planning, developing, and implementing effective communication strategies.

  • Experience identifying gaps and opportunities in communication and plans to respond with solutions.

  • A Bachelor’s degree in a related field can substitute for 1 of the 3 years require of advanced technical or paraprofessional experience.

Preferred Qualifications

  • Social services experience.

  • Knowledge of Child Safety and Permanency programs.

  • Experience using project management tools to track and measure work.

  • Ability to translate complex program policies into easy-to understand instructions.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
