The MNIT MPCA team provides technical expertise for the organization’s applications and agency-specific support to ensure every Minnesotan has healthy air, sustainable lands, clean water, and a better climate.
The Business Analysis Manager/Supervisor is responsible for leading a team of business analysts and ensuring the effective gathering, analyzing, and documenting business requirements for various projects and initiatives. This role involves collaborating with stakeholders to understand business needs, defining project scope, and managing the delivery of high-quality business analysis artifacts. Business analysts work in a team environment with project managers, quality assurance and developers to deliver secure modern application solutions in an area focused on protecting the environment and resources of Minnesota.
This position is currently eligible for full-time telework:
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of three (3) years of experience performing Business Analyst functions.
Experience must include:
Knowledge of the principles of systems analysis with demonstrated expertise in requirements elicitation, analysis, documentation, design, project management, and software development.
Strongunderstandingofdifferentsoftwaredevelopmentlifecycles(Waterfall,Iterative,Agile)andcontemporarysoftwareBA processes and tools (Jira,Confluence, Balsamic)
StronganalyticalskillsandexperiencewithimplementationandadministrationofBAmeasurementsandmetrics.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customerserviceskillsthatincludeactivelistening,empathy,andproblem-solving.
Adaptability and flexibility to thrive in a dynamic, fast-paced environment, managing multiple projects and in a diverse development environmentpriorities simultaneously.
Preferred Qualifications
Team lead or similar role demonstrating team management skills with the ability to manage conflict, motivate, and empower team members to achieve high performance.
Supervisory experience including hiring, goal setting, performance management etc.
Professional certifications related to business analysis (e.g. CBAP, PMP)
Familiarity with resource planning and resource management exercises.
Vision and strategic planning\forecasting.
Process improvement and utilization of various process improvement tools.
Understanding partnership role of quality assurance in development projects.
