The Minnesota Gambling Control Board (GCB) is looking for a second level Human Resource Technician. This position will process employee/position transactions, payroll, accounts payable/receivable, advise on employee benefit administration, create HR reports, and coordinate new employee orientations. At the direction of the agency Business Manager, this position will provide human resource and financial management services to agency employees and public facing customers. This position is expected to provide consistent, accurate, and excellent customer service to employees, supervisors, managers, and other internal and public facing entities who are requesting information or services.

This position is eligible to work a hybrid work schedule after an initial training period and will require an in-office presence at least once a week. Telework agreements are subject to change.

Responsibilities include but are not limited to:

  • Human Resources personnel/payroll transactions. Review, research, prepare, approve, and process employee and position transactions.

  • Notify employees, supervisors and managers on HR data policies and processes, upcoming certifications, performance appraisals due, progression increases, impending end dates for temporary/emergency /unclassified appointments and leaves of absence.

  • Reporting – create monthly reports as well as any reports for data that the HR Director or GCB’s managers and supervisors’ request. Develop and use ad-hoc and standard reports to audit HR data to ensure accuracy of data and enter data corrections as needed. Prepare and distribute seniority rosters.

  • Available to meet with new and current employees regarding benefit programs, open enrollment and assist with researching benefit issues or problems. Advise employees on eligibility for retirement and ensure appropriate information is received and completed in a timely manner. May answer questions regarding benefits and retirement. Liaison with MMB’s SEGIP in the administration of the state employee group insurance program.

  • Provide coordination and support for GCB’s employee orientation.

  • Provide administrative support for human resources so office needs are met and can operate effectively and efficiently. Be responsible for maintaining files, including I-9, background check files and personnel files.

  • Provide technical support to human resources activities as assigned or needed so that processes are efficient and timely.

  • Provide payroll administration.

  • Provide financial processing in accounts payable and receivable. (ex. PO’s, voucher requests, retrieve fiscal reports)

Minimum Qualifications

One (1) year of human resources (HR) administrative and technical support experience that includes at least two (2) of the following:

  • Ability to process data in an HR data management system (HRIS) or electronic applicant tracking system sufficient to maintain accurate records.

  • Ability to process HR reporting information sufficient to create, modify, and run electronic reports.

  • Ability to maintaining HR records such as personnel, hiring, training and confidential personnel files.

  • Ability to communicate, explain and respond to managers, supervisors, and/or employees on various HR inquiries.

  • Knowledge of employee benefits administration and support.

  • Knowledge of staffing and vacancy-filling process.

  • Knowledge of processing accounts receivable and payable.

  • Skill in payroll processing.

  • Skill in accurate data entry and data maintenance.

  • Skill in working in a professional office environment providing customer service via phone, email and other forms of correspondence.

Preferred Qualifications

  • Ability to use an HR data management systems such as SEMA4 (Statewide Employee Management) or similar systems.

  • Knowledge of the State’s Human Resources system such as personnel laws, rules, administrative procedures, and/or contract/plan provisions.

  • Knowledge of state and federal employment laws, Minnesota statutes, personnel rules, and State of Minnesota bargaining agreements.

  • Knowledge of data privacy practices and laws.

  • Skill in using Oracle Business Intelligence Enterprise Edition (OBIEE) reporting tools.

  • Skill in using the SWIFT (Statewide Integrated Financial Tools) procurement and reporting system.

  • Associate or higher related degree or a human resources professional certificate.
