The Department of Natural Resources (DNR), Lands and Minerals division is hiring one (1) full-time Realty Specialist. This position will act as an acquisition project manager, providing professional services. These services revolve around coordinating real estate acquisition, negotiations, evaluation and closing. The Realty Specialist is responsible for coordinating each step of the acquisition process after assignment of a project and serving as liaison with other agencies, groups and other divisions within the Department for land acquisition in accordance with state statutes, policies and procedures. A critical component of this role is the ability to proactively identify and resolve issues required to successfully complete real estate transactions.

The selected candidate will have the option to report to one of the following locations: St. Paul, Bemidji, Grand Rapids, or New Ulm, MN. The specific location will be agreed upon at time of selection.

This position has a flexible work arrangement and may be eligible to telework on a full or part- time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.

Minimum Qualifications

  • Two (2) years of real estate experience including title research, land surveying, drafting land leases, acquiring/granting right of way, or processing, drafting, and issuing other environmental, land or water use permits . *Associate degree in Real Estate, Business, Economics, or closely related field can substitute for one (1) year of experience.

  • Project management skills sufficient to demonstrate the ability to manage multiple projects at various stages of completion at one time.

  • Demonstrated group facilitation and negotiation skills sufficient to resolve conflict.

  • Demonstrated ability to resolve challenging, complex or unexpected problems, proactively and successfully.

  • Ability to manage numerous transactions and other assignments using multi-tasking, organization, and time management skills.

  • Knowledge of real estate transactions, land and water use permits, and real property rights.

  • An understanding of legal descriptions sufficient to locate and identify ownership and property interests, as well as familiarity with legal documents and title problem resolution.

  • Ability to read aerial photos and maps, and surveys sufficient to identify physical locations of property and determine any boundary issues.

  • Knowledge of the factors which affect the real estate industry, both public and private as well as have knowledge of real estate appraisals or land valuations.

  • Communication skills sufficient to write clear and effective correspondence to a highly varied clientele including real estate professionals, attorneys, utility companies, highway departments, landowners, public, internal departmental contacts and other public entities.

  • Experience using Microsoft Word, Excel, Access, Outlook and Teams sufficient to complete spreadsheets, generate reports, draft real estate documents and coordinate and participate in online meetings.

Preferred Qualifications

  • Bachelor’s degree in Real Estate, Business, Economics, or closely related field.

  • Experience with real estate transactions, granting or acquiring leases, easements utility licenses or permits.

  • Proven ability to work independently and in a team setting.

  • Proven skills in problem solving for real estate transactions.

  • Understanding of the working and activities of governmental programs.

Additional Requirements

This position requires an unrestricted Class D Driver's license with a clear driving record.
